Envision Award

By Kevin Lafeber, vice president and general manager, public safety & justice

First and foremost we’d like to thank everyone who attended International SUGA 2015 in Atlanta, GA; your participation helps to make this event a success every year!

We’d also like to thank all of the 2015 SUGA Envision Award competitors for submitting their projects and/or initiatives for consideration. We wish you all the best in your endeavors and continued success.

Last we’d like to congratulate the 2015 SUGA Envision Award winners, Debra Kalish of John’s Creek, GA and Richard Bessette of Village of Oak Lawn, IL. The winners received an Apple Watch, $2,000 for their organization, and a beautiful engraved trophy.

Debra Kalish and the Johns Creek Police Department won the Social Media Impact award for their utilization of social media to engage with citizens in real-time. Having begun their social media efforts in 2010, the police department gradually gained support and buy-in from city leadership as the positive influence of these efforts came to fruition. The importance of this type of interaction and information sharing became evident during the 2014 snowstorm that crippled the Atlanta metro area. The quick thinking team used their social media outlets to provide critical information to residents who otherwise would not have received information specific to their city.

Richard Bessette and Oak Lawn Emergency Communications won the Data Impact award for their leveraging of information technology to motivate staff and improve performance within the 9-1-1 center. The management team recognized the importance of ‘seeing’ activity volume and allowing both individuals and the entire team to view the performance metrics. To accommodate this need, they created a dashboard which functions as a supervisory tool for performance management, and as a team tool to enhance team partnerships. The dashboard combines multiple databases on one easy-to-read page and shows snapshots of PKI for current, past hour, and past 4-hour time-spans.

The SunGard Public Sector annual Envision Awards are a platform to allow agencies to showcase their most innovative projects in various categories. We look forward to seeing what exciting and innovative ideas next year brings!

SunGard Public Sector is in the press again, further highlighting our status as a thought leader in the public safety community. We are helping our customers innovate and do more with less, as evidenced in two separate pieces on Officer.com and Government Technology.

A relatively new member of our team and Strategic Program Manager at SunGard Public Sector, Andi Mucklow, authored an article on Officer.com where she examined how public safety agencies are leveraging cross-agency consortiums to reduce costs. In the context of a shared records management system (RMS), consortiums let agencies compare records on individual citizens under their jurisdiction with another agency’s’ records and ultimately reduce duplications. In her byline, Andi explained that consortiums can be helpful if they need to be transparent, protect privacy, and have a rigid operational structure to facilitate the sharing of information. Read more of Andi’s thoughts here.

In another recent article, Government Technology reporter Sara E. Wilson looked at how a SunGard Public Sector customer, Johns Creek, Ga., Police Department, deployed SGPS’ P2C app. The agency’s proprietary app, branded as JCPD4Me, allows the department to engage with citizens and crowdsource information and tips. The JCPD4Me app provides news bulletins, information on arrests and traffic accidents, missing persons info, most wanted, and news and events. It also provides links to other city resources, such as the Johns Creek Facebook, Twitter, Instagram and YouTube feeds, just to name a few. So far, three suspects with warrants for their arrest have been apprehended thanks to the linked P2C Web page and app. Read more about the JCPD4Me app here.

How would you feel if your government agency’s data, website, or social profiles were hacked? Government “cyber-vandalism” is not as uncommon as you would expect. However, the good news is that top advisors have recommended a number of simple steps that will help ensure the protection of your digital presence.

Government social media vulnerabilities were brought into the spotlight in January 2014 when hackers took control of the U.S. military’s @CENTCOM Twitter and YouTube accounts, posting pro-ISIS propaganda. A more recent computer attack in April 2015 involved a massive security breach of personal data of over 4 million federal employees. Every government agency should be prompted to take a good look at their security procedures.

How do social media sites get hacked?

When looking specifically at Facebook, many times hackers are gaining initial access through the profiles of the page administrators, not the actual page itself.

According to recent keynote remarks by Facebook’s Katie Harbath at the 2015 Government Social Media Conference, there are a few key precautions being missed that agencies can take to ensure the security of their social media pages.

The first, and most obvious, is having a strong password. Be sure your password is not something about you that someone could research or guess by looking at your profile, and do not use the same password for multiple sites.

More importantly, set up login alerts/notifications. This can be found in the Facebook security settings and will trigger a text message with a code to use when someone tries to log into your account from an unknown device or location. These types of alerts are immediate and could be all the difference in a hacker gaining access or being shut out. A two-step verification is offered by several other platforms and can be implemented to verify the user on accounts with multiple admins.

Secure your email. Many times when accounts get hacked, it is because someone gained access to the associated email and performed a simple password reset. Take the time to elevate security on your email accounts, not only your social media.

Katie Harbath also notes that Facebook offers one-time passwords for additional security.

It is imperative that any person who handles the social media sites of a government agency use this level of security on their personal accounts. It is the most secure way to ensure that you do not get hacked and lose access to your page.

In the event that you find your agency’s Facebook page hacked, Facebook.com/hacked will assist your agency in regaining access to your account. Additional tips can be found in a cyber-vandalism toolkit provided by DigitalGov.com. It is designed to assist governments in hacker readiness, recovery and response.
